Just had a quick look, and is that a young Mathew Gravelle I can see - with hair!? 
Ran the credits, but couldn’t see a copyright year. What would this be…1990s?
Edit: aha, it’s in Wikipedia. More recent, I see. 2005-2008. And I see Mark Lewis Jones is in it too. Well, it’s pretty much compulsory these days for any Welsh drama to have either Mathew Gravelle or Mark Lewis Jones in it, or (as here) both of them.
My husband has watched quite a few Welsh dramas with me (with English subtitles). Byw Celwydd is one I’ve been watching on my own. He caught the last half of an episode the other night, sitting in the room with me while doing other things, and he was amused by the fact that he recognized a LOT of the actors…including Matthew Gravelle and Mark Lewis Jones 
I’m hopeless at remembering their real names. I had to Google Mathew Gravelle, but now I realise of course where I’ve seen that actor before. I was stumped because of the hair I think
