The "To Bach" utility can also be used for Spanish

Those who learn Welsh and use MS Windows may probably be aware of the handy program “To Bach” by Interceptor Solutions for typing the letters that need circumflexes (or “to bach”) in Welsh.

It also supports acute and grave accents, cedilla and tilde ( ñ and Ñ).

I recently put up a posting talking about how I had modified my copy of the configuration file to add support for Scandinavian characters. That is here:

It’s all a bit fiddly, but “doable”. Even if you don’t need the Scandinavian stuff please have a look at the relevant posting, as it gives some details about the configuration file that one needs to change. (Hint: always take a safety copy of the file before changing it, and restart To Bach after changing it).
p.s. I used notepad++ to do the editing.
